Risk of Harm Area Assessment Criteria
The primary purpose of a RoHAA is to assess the quality of Risk of Harm work delivered with offenders against HMI Probation’s specific published criteria in relation to areas of assessment and interventions. In order to do this, a sample of community orders and licences, and custody cases which come within Phase 2 of offender management roll-out will be examined by a small team of inspection staff. Interviews with offender managers and offender supervisors will then take place, about Risk of Harm issues in the cases. The sample will be equivalent to that of a RoHIM – approximately half the size of a normal OMI. After the RoHAA has been completed, a summary of the key strengths and areas for improvement and the percentage score for Risk of Harm work will be provided to both the Probation Area and NOMS. The following areas will undergo a RoHAA on the dates given: Gwent w/c 17 December 2007 West Mercia w/c 21 January 2008 Staffordshire w/c 28 January 2008 Warwickshire w/c 4 February 2008 North Yorkshire w/c 18 February 2008 West Yorkshire w/c 31 March 2008 Humberside w/c 28 April 2008 South Yorkshire w/c 28 April 2008 Teesside w/c 19 May 2008 Northumbria w/c 16 June 2008 County Durham w/c 16 June 2008 Those areas not mentioned above will have had an OMI by June 2008 and will receive a Risk of Harm score as part of that inspection.
