HMI Prisons Annual Report 2001-2002

My first year as Chief Inspector has been a year of two halves. It began with some hopeful indicators. Recent reforms in juvenile justice were bedding in, with a focus on minimising the use of custody and creating child-centred environments based upon the principles of the Children Act and designed to prevent re-offending. Those reforms, and the additional resources that accompanied them, looked set to be extended upwards, to the 18-20 year olds who are the most prolific and repeat offenders. There were innovative proposals for reform of the women’s estate, to recognise the specific nature and needs of female prisoners, many of them responsible for children. Alternatives to custody, and alternative forms of custody, were being actively discussed and promoted.
