HMIC Policing Protest Review - Part 2
The report of Part 1 of Her Majesty’s Inspectorate of Constabulary’s (HMIC) Review of the Policing of Public Protest, Adapting to Protest, was published on 7th July 2009.
Part 2 of the HMIC review has now commenced and a second report will be published in Autumn 2009.
Part 2 will consider the national framework for the policing of public protest and, in particular, assess how that framework can be improved or strengthened in light of the findings of the HMIC Part 1 review and international best practice.
Part 2 of the HMIC review will consider comparative approaches to policing protest, examining the following:

International experiences of policing protest, including a review of significant protests involving disorder since 1999 and a comparative examination of police powers and public order tactics in a number of jurisdictions.

Internal and external reviews of policing operations relating to protests conducted in the UK over the last 20 years.

Consideration of a number of public order policing operations across the UK relating to protests.

Lessons from other areas of domestic policing activity.

Comparative performance of specialist dedicated public order units across the UK.

Governance and accountability structures for public order policing.
Part 2 will build on the recommendations of the HMIC Part 1 report and develop a practical framework for police decision-making in relation to the facilitation of peaceful protest. It will also include the response from the Association of Chief Police Officers (ACPO) to the recommendations made by HMIC in Part 1 and provide further details of the ACPO review of national public order training.
The External Reference Group will continue to provide critical oversight and scrutiny for the duration of Part 2 of the HMIC Review. Details of the External Reference Group.
