Baseline for Learning and Development

Best Value Reviews of Police Training will now be incorporated into Baseline. The Baseline process will be dependent on an up to date EFQM self assessment and relevant supporting documentation submitted by the force, which focuses on enablers and results.

Baseline Framework (6B)
A Framework which shows, using the EFQM criteria, the areas subject to assessment and inspection activity, and the potential sources of evidence.

 

Assessment against the criteria will be undertaken in two stages.

 

1.      EFQM Self Assessment: 'The Learning & Development Excellence Guide'
The data required for the 6B framework will be the first stage of the baseline process. It is a matter for forces as to how they apply the self-assessment tool in managing the business of learning and development. HMIC will require that the self-assessment is up to date and available, with any supporting documentation required to coincide with baseline activity as planned by HMIC over time.

2.      HMIC Validation
The second stage consists of HMIC validation of the data supplied through desktop analysis or fieldwork, depending on the circumstance. HMIC will then issue a Baseline Assessment report (under 2006-07) indicating baseline grade and direction of travel.

 

High Level Plan of Activity

Forces with a Poor grading from 2005 will be subject to intensive inspection activity in January – March 2006. Forces with a Fair grading will be inspected in April and May 2006. Forces with a Good grading will be subject to a desktop peer-review validation process between April and May 2006.
