    This is the most comprehensive review of crime reduction activity ever undertaken. The Inspection was led by Her Majesty's Inspectorate of Constabulary (HMIC), but in collaboration with the Audit Commission, the Home Office, the Local Government Association (LGA), the Office for Standards in Education (Ofsted) and the Social Services Inspectorate. The main aim was to examine how police forces and partners were embracing earlier HMIC and Audit Commission Reports on crime reduction and community safety, the extent to which the Crime and Disorder Act was being implemented and the support provided by both central and regional government. Overall, the Inspection has confirmed that substantial progress has been made in developing and improving local crime reduction efforts, but that there is still a long way to go in getting the local strategies to drive activity and focus that activity on getting results.

    Between November 1999 and March 2000, HMIC conducted a thematic Inspection of crime and disorder reduction. The Inspection team was led by Keith Povey Esq, QPM, BA (Law), Her Majesty's Inspector with national responsibility for crime and disorder reduction. Uniquely, the Inspection was supported by teams from a wide range of backgrounds in recognition of the diversity of the partnerships created by the Crime and Disorder Act of 1998. This report benefits from the wider perspective brought by representatives of the Audit Commission, the Social Services Inspectorate, Ofsted, the LGA, regional government offices and the Home Office. Her Majesty's Inspectorate of Probation was originally involved in early preparations but was unable to assist in site visits due to resource constraints. Part of this constraint resulted from Her Majesty's Inspector of Probation's four-part thematic study on The Use of Information by Probation Services. The third part of this study entailed an inspection of the Probation Service's contribution to crime and disorder partnerships, the findings of which will complement this report. Although the Health Department did not participate in the Inspection, issues relating to health were considered by other members of the team, principally through the Social Services Inspectorate.

    The Crime and Disorder Act has introduced a significant change to the way in which partners work together to improve the safety of communities. Such a change should be accompanied by efforts to build the capacity of constituent partnerships and their people to manage that change and sustain crime and disorder reduction efforts.This chapter examines the experiences of partnerships and develops a foundation for effective building of partnership capacity.
