As organised crime has become more sophisticated, particularly in terms of identity fraud, there is increasing concern about the vulnerability of personal data. This was brought into sharp focus, in October 2007, by HM Revenue & Customs’ (HMRC) loss of two disks containing personal details of 25 million child benefit recipients.
