Performance Review Inspection: Cambridgeshire - March 1997
The years 1994/95 and 1995/96 have been difficult for Cambridgeshire Constabulary, withthe implementation of the Force Review and organisational restructuring adversely affecting itsperformance and an increase in recorded crime and falling arrest and detection rates. However, thereview process is now completed and performance has significantly improved in 1996/97, reversingthese trends. Managers now feel empowered by the devolvement of budgets and willingly acceptaccountability. The principals of sector policing are positively accepted, although concerns stillremain at the levels of resourcing. Considerable effort has been made by the Chief Constable tosignificantly increase recruitment of police officers which, in due course, will alleviate manpowerresourcing issues on sectors. Her Majesty�s Inspector found evidence that the review is bringingabout cultural changes, with a performance culture developing; he was impressed by the enthusiasmand openness displayed by all staff, the good working relationships between the Chief Constable andhis command team, and with representative groups within the Force which have substantiallycontributed to the recent gains that have been made.
