The inspection team found a BCU with considerable challenges to face in managing a large geographic and diverse area. Members of staff were honest with the inspection team and demonstrated a high level of commitment to their roles. However, staff were clearly under pressure from the relentless scrutiny of their activities and productivity which they felt detracted from the quality of service which they sought to deliver.

The inspection of West Downs Basic Command Unit (BCU) was conducted on behalf of Her Majesty's Inspectorate of Constabulary by Chief Superintendent Peter Driver and Chief Inspector Bill Halsey between 12th and 16th September 2005.
The potential for the Service as a whole to deliver better results in crime reduction and detection cannot conceal an inescapable fact - that performance between BCUs operating in similar policing environments and with comparable resources varies to a degree that is at times remarkable.

The command team has had a number of changes, with movement amongst thedistrict commanders, as a new commander was appointed for the East District.Significantly, a new crime manager (DCI) has been appointed, who at the time of therevisit had only been on the BCU for four weeks but already had some commendableplans in place to introduce improvements, such as a series crime meeting to link in toNIM.
