The inspection of Trafford basic command unit (henceforth referred to by its force designation as Trafford division) in Greater Manchester Police (GMP) began with the division completing a self-assessment based on the seven police performance assessment framework (PPAF) domains and underpinning frameworks. A leadership audit was subsequently conducted comprised of a staff survey, staff focus groups, and interviews held with key members of the command chain. The self assessment and leadership audit were used to identify the issues that reflect the greatest risk to performance improvement.

The performance of the BCU is mixed. While Bury’s crime levels for all key crimes are generally lower than the BCU average across Greater Manchester Police, its crime rates are higher than those of most peers in the MSBCU group. Detection performance is similarly varied. Bury’s overall detection rate is above the force average and detection rates for total crime, domestic burglary and violent crime have all increased. However, only the rate for violent crime is higher than the MSBCU group mean, and robbery and vehicle crime detection rates have both fallen to a level that places Bury in the bottom quartile of performers in its MSBCU family. This mixed picture indicates that there is scope for further improvement.

Almost 220,000 people live in the 142.5 square kilometres in the north-west of Greater Manchester that makes up the Borough of Oldham. They live in communities that vary from the densely populated urban areas to the west of the town, to the rural, moorland villages to the east. Fourteen per cent of the population comes from the black and minority ethnic communities.

There are over 300 basic command units (BCUs) in England and Wales and no two are alike. They vary in size from a little over 100 officers to over 1,000; some serve densely populated, ethnically diverse inner cities, while others cover vast tracts of sparsely populated countryside. What they do share are some key aims and objectives, specifically to work with partner agencies on reducing crime in their areas, and do so with integrity. Scrutiny of police performance is shifting from aggregate force outcomes to the performance of individual BCUs, with the recognition that policing is essentially a locally delivered service. However, BCUs are not islands – they operate within a framework of policy and support determined by headquarters based chief officer teams. The precise configuration of policing units and the balance of resources between HQ and BCUs varies across the 43 forces in England and Wales.
