Baseline Assessment of Wiltshire Police, April 2004

This report is the outcome of HMIC�s assessment of Wiltshire�s performance up to31 December 2003, and represents a baseline against which improvement will bemonitored. This is a new methodology reflecting the changing environment in whichpolice forces and authorities are operating, particularly in respect of the Police ReformAct, the National Policing Plan and the emerging Policing Performance AssessmentFramework (PPAF). The main features of the new approach are:� It is not an in-depth inspection of the force but provides a rational platform for futureinspection activity, focusing on areas with the greatest potential for improvement;� Four-band gradings (see below for further explanation) are used to judgeperformance of 16 police functions and activities;� Assessment is structured around frameworks of issues/core questions, withdescriptions of good performance;� Significantly more use is made of self-assessment and the views of other regulatorsand partners; this will help to guide decisions around �earned autonomy� for highperforming forces;� A tailored programme of inspection activity for each force results, driven by theassessment but integrated with each force's strategic development plan.
