Baseline Assessment of Avon and Somerset Constabulary, April 2004
This report is the outcome of HMIC�s assessment of Avon and Somerset�sperformance up to 31 December 2003, and represents a baseline against whichimprovement will be monitored. This is a new methodology reflecting the changingenvironment in which police forces and authorities are operating, particularly in respectof the Police Reform Act, the National Policing Plan and the emerging PolicingPerformance Assessment Framework (PPAF). The main features of the newapproach are:� it is not an in-depth inspection of the force but provides a rational platform forfuture inspection activity, focusing on areas with the greatest potential forimprovement;� gradings (see below for further explanation) are used to judge performance in 16police functions and activities;� assessment is structured around frameworks of issues/core questions, withdescriptions of good performance;� significantly more use is made of self-assessment and the views of otherregulators and partners; this will help to guide decisions around �earned autonomy�for high performing forces;� it leads to a tailored programme of inspection activity for each force, driven by theassessment but integrated with each force�s strategic development plan.
