Inspection Protocol for Human Resources Management

The development of human resources as a discrete function in the police servicehas tended to follow, albeit with some time delay, progress in the private sector.The various functions which today form �human resources� have a varied history.Many were part of the general �administrative� function often ultimately theresponsibility of an ACC �Admin�. In some cases this included the responsibilityfor support staff but in ma ny cases such staff were employed by the localauthority and have only been directly employed by the Police Authority since1995. Personnel departments, therefore, only covered police staff. Thedevelopment of staff, in so far as this required training, was often theresponsibility of a totally separate part of the organisation with few, if any, linksto personnel. Training was predominantly aimed at police officers. TheMetropolitan Police are an exception to this as they have always had a very largenumber of support staff who are part of the civil service.
