Inspection Protocol: Career Development

It was not until the early 1990s that career development was considered a separate functionwithin human resources. In February 1990 the Police Training Council set up a working groupto examine forces� experience of operating staff appraisal and career development systemsand consider whether the systems in place enabled them to:(a) Provide appropriate and constructive career development for all officers, irrespective ofwhether they progress beyond constable rank;(b) Assess officers� potential, interests, aptitudes and developmental needs in order to givethem suitable training and postings;(c) Identify officers with the potential for rapid promotion, including accelerated promotion, andprovide appropriate training and developmental opportunities.
